The image contains news about ordinance number 43, which provides for the construction of a building, the departmental assembly of Cundinamarca, considers that the number of those convicted for violations of the police code has increased significantly in recent months; that there is no proper prison; that the two existing ones in the capital, the panopticon and the prison for detainees, are not appropriate for correctional sentences; furthermore, the panopticon is a national establishment, intended solely and exclusively for convicted prisoners; that the second is the one intended for the summaries, and that experience has taught that for the proper functioning of the administration of justice and for the good order that there must be, the passage through it of more than five hundred convicts is a real obstacle, which they come and go for a month, and that this building is not capable of holding more than eighty detainees.
