The image contains news about an ordinance from 1851, which aims to abolish several provincial taxes and establish a new direct contribution called "provincial subsidy." Among the taxes abolished are tithes, civil pensions, the fifth tax on gold and silver, the mortgage and registration tax, the stamp tax and the title duty, and the subsidiary contribution or subsidiary personal service. The new provincial subsidy will be paid by all inhabitants of the province who have an annual income greater than 600 reais. This measure sought greater equity in tax collection and a simplification of the tax system. Furthermore, the ordinance establishes that the transit of people and goods on provincial roads will be free and free, except in those cases in which there are acquired rights that require the conservation of tolls.
