Diagnóstico de los subsidios otorgados en los años 2010-2015 para el servicio público de Acueducto en la ciudad de Bogotá D.C.

Abstract

In the present diagnosis the subsidies granted to users of the aqueduct public service of strata 1, 2 and 3 are studied in accordance with the provisions of Title VI Chapter III of Law 142 of 1994 and other legal documents that complement or modify it. The above, due to the issuance of Resolution CRA 750 of 2016 where the basic drinking water consumption ranges are modified. As a reference of the diagnosis, the Aqueduct and Sewerage Company of Bogotá E.S.P. (Public Services Company, for its acronym in Spanish), in the years 2010-2015, identifying the variation of water consumption in the face of the climatic variability phenomena presented, the subsidies granted and the contributions collected. The benefits and disadvantages of the recent modifications that have been made around the level of basic consumption and the percentage of subsidies granted will be analyzed, analyzing whether the last adopted measures point to an environmental, social and cultural transformation or, on the contrary, obeys to economic interests of the State.
