The image contains news about a report by the Commander of the Department's Police Corps in 1890 detailing the functions, organization and challenges of the Police at the time. The Office in question acts as the Command of the Gendarmerie Corps and as a Departmental Inspection. The functions of chiefs, officers and agents are described, as well as the documentation handled by the Police. The lack of personnel due to unfilled vacancies is mentioned and the number of daily arrests is highlighted, mainly for minor crimes such as theft and minor fights. The ineffectiveness of legal procedures to handle these cases quickly is criticized. The low remuneration of officers and complaints about the quality of police service are also mentioned, attributing some problems to the lack of clear regulations and the quality of personnel. It concludes by highlighting the need to improve working conditions and the selection of personnel to achieve a more efficient and professional Police. A historical reference is made to the beginning of the Gendarmerie Corps in 1886 and the idea is raised of how the result would have been different with better conditions for the agents from the beginning.
