Resumen
Within the framework of the observatory project for labor insertion and strengthening of employability in countries of the Pacific alliance - EMPLE-AP, it is necessary to build the concept of employability that will allow focusing efforts to improve the country-region employability indices. This is based on the premise that employability is a highly complex social construct (Ball, 2009; Yorke, 2006), which changes according to aspects such as the actors involved, the field of knowledge which it is approached, the context which it is dealt with, and the emphasis that it wishes to give. The construction of the concept of employability within the framework of the EMPLE-AP Project will make it possible to be the unifying principle which guidelines and strategies can be guided and promoted that have an impact both on the construction of a common language in the countries of the Pacific Alliance around the issue, and on the formulation of public policy that facilitates the homogenization and comparability of the data generated by the member countries. Therefore, in the present research, a proposal of the concept of employability is constructed, and based on this the employability indicators that could be evaluated are derived. The methodology for the construction of the concept is based on the design of ontologies, and the validation of the results is carried out from a panel of experts.
