The image contains a notice about the Decree of August 13 related to games of chance, which stipulates that individuals who intend to sell in public raffle any object, must request the respective license in writing from the Governor of the province, according to the value of the object as follows: if the value of this exceeds two hundred pesos, must stipulate in the application clearly and precisely all the circumstances about the object to be raffled taking into account its availability, quality and condition. It is also defined that if the object to be raffled is a real estate property, the applicant must prove that he/she has the rights over said land so that it may be currently sold, therefore the place is not encumbered or mortgaged. Then the values and prices for the development of such games of chance are defined and endorsed by the Governor or the Political Chief, who in turn will issue the respective license. Finally, it is stipulated that the governors and political bosses must be cautious with the issuance of such licenses in order to avoid inconveniences.
