In the context of the judgment of the Bogotá river, issued by the Administrative Court of Cundinamarca, which blames the Colombian State for omitting the ecological catastrophe of the Bogotá river, its ravines and tributaries, and the ruling obliges more than 56 entities Between public and private to comply with agreements during the process, and condemns the points that were not accepted by the defendants. Among the 56 public and private entities condemned is the District Department of Environment of the city of Bogotá. As a result, the investment project no. 978, "Information and Environmental Modeling Center" is generated within the entity, which aims to increase the availability of information for the decision-making of citizens and public servants in Environmental issues through an Information and Environmental Modeling Center, which is a principle in making decisions for the recovery of the river.
Framed within the above context, the present project aims to expand the availability of information on non-domestic wastewater discharges to the Bogotá River. In the first instance, the addition and corroboration of six hundred technical concepts pertaining to the network of wastewater discharges in the city of Bogotá was carried out. The above technical criteria were discriminated by six major areas: For the identification of the spillway and the land, the productive process that develops, its source of supply, the spills it generates, the type of treatment it uses, and the characterization of the dumping. The aforementioned concepts were extracted from official documents of the District Environment Secretariat, facilitated by the "FOREST" application, which allows searching for existing documentation within the entity; the information was extracted in the period between 2012 and 2017. The analysis is directed towards compliance with resolution 631 of 2015, "by which it establishes the maximum permissible parameters and values in the spot discharges to surface water bodies And public sewer systems and other provisions, "in relation to users who pour non-domestic wastewater (ARnD) to the sewerage network of the city of Bogotá (and finally to the river of the same name) and found Within the census. The above in order to know the percentage of companies analyzed that complies with the current district regulation, in addition to establishing in general aspects what are the main problems of companies that carry out non-domestic wastewater discharges that do not comply with the legislation.
