In response to the need to standardize the evaluation of Comprehensive Solid Waste Management Plans (PGIRS) in Colombia's 33 capital cities, this study designed an evaluation matrix based on current regulations and the technical requirements of the Colombian Association of Capital Cities (Asocapitales), with the aim of strengthening its advisory services and promoting the transition to circular economy models. Through a three-phase methodological process—regulatory analysis, identification and prioritization of 30 criteria grouped into 10 categories, and design of quantifiable indicators—a dual-component tool was developed: an Individual Evaluation Form for each city and a Consolidated Comparative Matrix, which allow for detailed diagnoses and strategic analyses at the national level. Conceptually validated through a pilot test, the matrix translates the dispersed legal complexity into clear, auditable, and hierarchical criteria (priority and complementary), providing Asocapitales with a technical tool to promote continuous improvement, informed decision-making, and optimization of solid waste management in the country, although its widespread implementation will depend on the availability and quality of official information from each city.
