The image contains a news item about the Law on public order decreed by the Constituent Assembly of the State of Cundinamarca in which the expulsion from the territory of the Republic is stipulated in all cases and for the crimes expressed in the Law of May 26, 1849, it is also contemplated that any death executed by rebels, seditious or mutineers, not being an action of war against forces capable of resisting, will be consigned as murder and in such circumstance the defendants of the crime will be tried and punished for the crime against public order. Additionally, it is mentioned that the seizure of property by persons not belonging to it will be considered as robbery and the persons involved will be judged for such acts, in case of meetings of twenty or more persons with weapons and hostile attitude, without being in charge of the execution of any order of legitimate authority, any authority of the State or any employee in charge of the command of a part of the public force may intimidate them to lay down their weapons and disperse. Finally, it is stipulated that the indirect helpers will be punished with fines equal to the income that their goods and industries will have to produce in a year, making the due regulations by qualified experts, therefore it is the job of the Governor and the Prefects to decree loans with the purpose of subsidizing the expenses that public order demands, when this is disturbed.
