This image contains news about Decree Number 429 of January 20, 1893, organizing primary public education in Colombia. The territory of each Department is divided into provinces and districts of public Instruction, in accordance with the territorial demarcations established by the Departments. The objective of the schools is to form individuals educated in elementary knowledge, healthy in body and spirit, and capable of being useful citizens of the country. The teaching in the Schools focuses on the harmonious development of the faculties of the body, the senses and the soul. School principals have the responsibility of raising the moral and religious sentiments of children, instilling in them the principles of piety, justice and love for their country, as well as instructing them in their rights and duties as citizens. Public educators have full authority over children in relation to their education and must constantly monitor their behavior, encouraging habits of civility and practicing civic duties.
