In the city of Bogotá, on October 28, 1853, the Constituent Provincial Legislature convened at 10 a.m. tomorrow. During the second debate, a project to declare the Bogotá House of Refuge as a parish establishment was examined. Article 1 was accepted without modification, while the paragraph proposed by Mr Harker was rejected. Article 2 ruled that the Governor of the province must deliver the Hospice with a detailed inventory to the individual or official assigned by the Council. Article 3 remained unchanged and it was determined that the ordinance would go into effect on January 12. Additionally, an inspection of the Hospice was proposed and the Governor was urged to facilitate the collection of outstanding debts from the Treasury towards the House of Refuge.
