The image contains news about the reformatory contracts, specifically those signed with Mr. Jorge Holguín. These contracts were implemented to circumvent compliance with the Tax Code, which requires all contracts to be put out to bid. The use of this practice as a means to covertly violate the law is criticized, in contrast to more obvious violations in the past. Reference is made to a decree that grants unlimited freedom to discuss matters of public interest, including contracts and the investment of public funds. However, it is pointed out that this decree can be violated, as can the laws and the Constitution, as has happened with the reform contracts that have been burdensome for the national Treasury. A specific reform contract signed in September 1892, between the Minister of Finance and the assignees of the lease contract for the Chita and Muneque salt flats, is examined. It is suggested that this contract and other similar ones have been detrimental to the national Treasury and have clearly violated the legal provisions on the matter.
