The Government of Santa Marta had raised doubts about this validity due to the provisions of the law of June 25, 1842 and its executive decree. The Executive Branch, after analyzing the consultation, concluded that, although the law of June 21, 1847 seems to imply that the accounts of the parish treasuries do not require the approval of the municipal council, the aforementioned attribution has not been explicitly repealed.
