Resumen
The project is carried out in the municipality of Viotá of the department of Cundinamarca in the province of Tequendama, this territory presents landscape, cultural and agrological characteristics that facilitate a sustainable tourism to contribute to local development. However, the municipality does not take into account these characteristics, wasting the potential of Viotá's agrotourism, additionally, tourism plans do not contemplate preventive management against the natural resources of the territory. For the adequate use of the attributes presented by the municipality of Viotá, a sustainable environmental management model is proposed as the tool that contributes to tourism development taking into account the capacities and activities presented in the municipality to make better use of physical and institutional resources . The generation of the management model takes into account the criteria on sustainable tourism that have been generated internationally as those provided by the global tourism council for sustainable tourism, at the national level as those established for the national coffee landscape as intangible heritage of humanity by UNESCO (Coffee Growers, 2013) and criteria given by other nations such as Brazil's tourism plans in the importance of the territories for the establishment of the criteria of the model, as well as taking into account the institutional action that influences the tourism both in the municipality and in the country and agro-tourism processes that are generated in the study territory. Finally, the guidelines of the sustainable environmental management model for the municipality of Viotá and the coffee agrotourism are obtained through the application of the sustainable integral scorecard and as a check of the viability of the model, was used the technological tool BSC Designer (BSC Designer, 2018).
