The president is absent due to riots that occurred in August last year. Political powers must be exercised according to the Constitution and established authorities. The government in Bogotá was overthrown by military violence. It is the responsibility of the executive branch to maintain order and tranquility. The constitutional government is reestablished after the military movement of August. DECREE: The executive power as vice president of Colombia is declared in exercise.
