In practice, all those who carry out measurement-related activities apply different methods (documented procedures) to manage them. These must be technically valid according to scientific principles. These provide theoretical and/or experimental support. The overall objective is to propose a measurement methodology for networks at the radio frequency/data level, establishing a systematic and standardized approach to ensure accurate and reliable information collection. There is no single measurement methodology. The parameters are adapted to the concept and the variables to be measured. Field measurement methodologies (quality parameters) will be analyzed, which are listed in Annex 5.3 of Resolution CRC5050 of 2016 and are currently in force. These are: A: Field measurements. Quality: For access to Internet service through mobile networks managed by PRSTM. B: Comparative field quality measurements: For communication services provided through mobile and fixed networks, led by the CRC. The expected results will be directed toward the formulation of regulatory alternatives and the adjustment of current quality measures, with regard to field measurement methodologies. The practice of sample collection in both types of measurements and user information needs must be taken into account. The relevance of this work lies in the fact that mobile Internet service quality measurements verify whether network and service providers meet the minimum regulatory requirements (for user services), taking into account that these companies are the ones that support the services with their infrastructure. These requirements are established in the quality regime established in Title V of CRC Resolution 5050 of 2016. Mobile data service quality was measured for 3G technology using measuring instruments installed by mobile operators at certain points in their networks in selected cities or municipalities. They conducted tests to determine three parameters that indicated the quality offered to users: delay, content download speed, and file download speed. In July 2022, the CRC issued Resolution 6890 to update the quality standards for telecommunications services in Colombia.
