The image contains news about Ordinance 223 of February 24, 1854, which deals with the issuance of bearer bills by the provincial legislature of Bogotá. According to this ordinance, payment orders issued by the government and not covered in money at the time of their presentation will be exchanged for bearer bills, issued on the provincial Treasury. The bearer notes thus issued will be accepted as cash. It establishes that Treasury bills cannot be used to pay taxes related to liquor while there is a mortgage on the income from this sector. Furthermore, if the current mortgages on spirits are eliminated, and transferred to other incomes, the same restrictions will apply to those new mortgaged incomes. This prohibition will remain in place until the entire debt is paid. It is also established that the Governor of the province must issue the regulations and orders necessary for the execution of this ordinance within a period of fifteen days.
