Propuesta metodológica para la integración y mejoramiento de las metodologías Fit-for-Purpose y pilotos convencionales para el Catastro multipropósito colombiano

With the signing of the Final Peace Agreement in 2016, ambitious goals were set for the development of rural areas in Colombia, to have a fully updated cadastre by 2025 and to strengthen the legal security of land tenure. However, so far, no progress has been made on the objectives of reducing tenure informality in the rural population, since conventional methodologies for carrying out cadastral work in the field are complex and expensive. In the search of promoting an effective cadastre, and thereby achieving the fulfillment of the goals, this thesis compared a conventional cadastral methodology implemented by SwissTierras Colombia with the Fit-for-Purpose land administration approach, which is being implemented by Kadaster, the Dutch Cadastre. Two village-level pilots carried out by the cooperations were analysed, one in the municipality of La Palma, Cundinamarca and the other in Vista Hermosa, Meta. This analysis focused on the stages of field work preparation, socializations, data collection, post-processing, validation of the data in the field, and socialization of results. The results showed the importance of adjusting the current cadastral methodologies so that they contribute to an efficient land administration, which allows to obtain a complete coverage according to the reality in the field, involve new technologies to automate processes, reduce costs, provide transparency, and increase the confidence of the community. Based on these inputs, a new methodology adjusted to the purpose was proposed, with a data model adapted for data collection in the field, and with this to facilitate the processes in the field in order to contribute to the current goals of the multipurpose cadastre.
