The image contains news about Decree 396 of 1893, by which the panopticon of the capital of the Republic is provisionally regulated, considering 1° That the amount voted in the expense budget covers the payment of service caused by the panopticon of the capital, is a donation or aid that the Government gives to the Department of Cundinamarca; 2º That according to the provisions of article 28 of Law 111 of 1888, organic of the treasury of national public expenses in the department "will continue to be in charge of the general treasury of the Republic;" 3rd that article 912 of the penal code authorizes the government to regulate punishment establishments, and this authorization includes the determination of the employees that must be in this branch, and their assignments; 4º That the item voted in the Budget for the period of 1893 and 1894, destined to continue the work of the panopticon building, is assigned to the department of justice.
