The Political Code does not authorize the suspension of agreements that have not been promulgated, but rather those that are contrary to the Constitution or the law. The provisions of the Code are not applicable to municipal agreements, since they refer to laws, not agreements. Laws are manifestations of the sovereign will established in the Constitution, while agreements are municipal decisions. Therefore, the Mayor made a mistake by suspending the agreement based on an article that specifically refers to laws, not municipal agreements.
