Resumen
A set of barriers denies equity in the economic, political and educational spheres of women; it circumscribes opportunities for them to fully develop the potential of their lives and composes the historical inequality of gender. In this framework, the woman manager or director in the level of education, from the proposal of agency, can and must transfer its functional role and reach political action in favor of addressing the inequity in question. The objective was then to create a set of principles that direct the government of the female teaching director, making a conversion towards the agency, from the orientation of the institutional educational project and the educational process, focused on administrative management and academic management, to generate opportunities for the formation of capacities in the students
