Trata sobre una solicitud que se dirige al Sr. Gobernador de la Provincia de Bogotá en formar un proyecto de decreto que permita arreglar todas las escuelas, menciona las dificultades en el poder legislativo, y las dificultades para tener los fondos para útiles que no saben de donde puede salir, además, si se pudieran arreglar esto se podrían establecer las Escuelas dominicales en la capital teniendo en cuenta que para que esto funcione necesitan de utensilios, maestros y aprendices.
