Resumen
Sports talents’ detection and selection processes have been influenced in several ways. It may be due to lack of information, experience, and each person’s context. This makes detection and selection process difficult to be implemented homogeneously, universally, and impartially in society. Therefore, this research begins with the search of different methods and processes used for the selection and detection of sports talents in Bogotá, making a compilation of several authors’ opinion in different cities and countries, in addition to other sports disciplines that may contribute to the development of sports talents’ detection and selection system in Bogotá. Sports Manager is the one who analyzes and organizes the obtained information. Also, gives guidelines for the improvement or initiation of an effective, transparent, and equitable talent detection and selection system, in which the processes used to carry out this activity are unified; with the possibility of establishing technical data sheets and other needed documents to give administrative stability to this process. This research is intended to provide factual elements, which strengthen the ten-year plan for sport Coldeportes (2009) in its "Strategic Objective 28. Establish the talent detection system and preparation of strategic reserves for high-achievement sport" (p, 42). Starting from the unification of processes for the detection and selection of sports talents, it could be possible for all entities related to sports in Bogotá to become familiar with this concept and its operation, applying it as to institutions in public as private sector. And thus achieve "position the country in the medium and long term as a sports power" (Coldeportes, 2009, p. 42). 7 Therefore, it is intended to start with an exploration and analysis of the different strategies of identification and selection of sports talents. Mainly in three public institutions in Bogotá to create an inventory of the most efficient ones and evaluate specific topics such as detection, diagnosis, and early promotion of sports talents. This is a supported issue by the Coldeportes ten- year plan (2009), with the "Talents" program which raises this process. For the development of this research, the interpretive-hermeneutic methodology will be the basis for collected information analysis and thus be able to determine what has been done, what is documented, what remains to be done, and what is really being implemented. Consequently, about 50 texts are consulted, mostly from scientific journals and degree projects from a variety of universities, among others. In addition, three entities that have great influence on the subject are selected to conduct an interview for each entity and thus delve into the process progress. These institutions are the District Institute for Recreation and Sports (IDRD), the Paralympic Committee, and the Ministry of Sports. With this research, the great progress that has been made in terms of talent and reserve is evidenced. A field of research is also documented on the selection and detection system of sports talents in Bogota D.C. Starting by knowing what the system has and how it works. This research is developed in the years 2021-2022.
