Abstract

The less Monitoring and control of the Local administration of Suba does to the Planning environmental Component, make that the local environment be affected by different factors like: uncontrolled urbanization, water pollution, and the wrong connections of water supply, low Participation of Stakeholders and the discontinuity of the few environmental processes that have been promoted in the locality. Additionally, the planning that does the Local town hall of Suba not develop a strategic approach to finding integral solutions connected with the local environment for contribute like a system the real situation of locality. With the establishment of relations of power and interests from the stakeholders in the environmental component of the Local Development Plan, it will allow the Consolidation of sustainability with the construction of an instrument to make it possible the monitoring and control for the planning environmental component of the Local Development Plan adding a Strategic approach that involving the Economic, Social and environmental Aspects, to Improve the situation of the locality.
