Regarding the Constitution of 1832, its advantages are recognized, but also its defects and shortcomings, which leads to the need to call a Convention to reform the Constitution and preserve the current form of government. It is anticipated that this Convention, representative of the Republic, will promulgate a new Constitution that sustains the present democratic form of government.
The Government proposed the calling of a Convention, which was accepted by Congress, which also agreed on a complete draft Constitution. However, the need for reforms in the areas of public administration has become evident and the support of Congress is awaited to initiate such reforms.
Regarding international relations, the favorable state of ties with other nations is highlighted, and collaboration has been made to guarantee the independence of the American States. The importance of maintaining relations of friendship and peace is highlighted, and it is expected that Congress will ratify the alliance treaty negotiated with Venezuela. In addition, the mortal remains of Liberator Bolívar were handed over, complying with a request based on clauses in his will.
In the educational field, it is recognized that primary education faces difficulties due to the lack of apparent laws for its protection. A reform decree has been established for all universities in the Republic, and Congress is urged to pay attention to this important issue of public service.The economic situation is also a concern, since national income does not cover the planned budgets and commitments. The need to make arrangements with creditors is highlighted and a call is made to provide guarantees of knowing and fulfilling the commitments made. The importance of establishing national credit on a secure basis and of avoiding the illusion of unpaid interest is recognized.
In summary, the president's message highlights the need for reforms in several aspects, including the Constitution, public administration, finance laws and public credit, among other issues. The importance of maintaining friendly and peaceful relations with other countries is emphasized, as well as guaranteeing the independence and security of the Republic.

Troop bodies were created during the war, but now it is necessary to disband the national guards and establish a new organization. The aim is to maintain subordination and create a good army for peace and war. It is also proposed to maintain four steamships for various maritime functions. The Navy requires a reorganization on the Pacific coast. The work and probity of public employees and the vice president who is about to finish his term stand out.
