Resumen
In this section of the Voces y Regiones program, the interviewee discusses the history of the Community Action Boards (JAC) and how, in some cases, politicians took advantage of these organized groups to gain electoral support, which led to the community losing its voice and representation. This shift diverted the original purpose of the JAC, which is to work for the benefit of the people rather than serving individual political interests.
The conversation also addresses Law 743 of 2002, which regulates the organization, operation, and development of Community Action Boards in Colombia. This law defines the JAC as civic, social, and community-based entities without profit motives, created to promote citizen participation, sustainable development, and peaceful coexistence in neighborhoods, rural areas, and communities. The law further recognizes the essential role of these organizations in planning and executing community projects, ensuring their autonomy and transparency in management to prevent political manipulation and to foster genuine community leadership.
