Resumen
The construction and operation of small hydroelectric power plants - PCHs as well as all anthropic activity that has effects on the environment and the environment. others In Colombia the effects generated by these projects are evaluated and analyzed with the terms of reference required by the competent environmental authority, for the delivery of environmental impact studies and environmental management plans. However, in most of these studies and in the plans, the evaluation and the analysis, the impacts, the relationships, the variables and the criteria, the keys such as governance, climate change and gender equity that yield the results . The reality of the dynamics of the territory. The formulation and definition of indicators of environmental sustainability is an excellent tool to strengthen the analysis and evaluation of environmental and social effects. Therefore, this document adopts a coherent methodology for sustainability indicator forms, media becomes an analysis of the population. It is a set of information inputs. in the territory (interested parties) and a bibliographic review of secondary information. All of the above, leads us to the definition of criteria for the structure and formulation of environmental sustainability indicators for construction projects of PCH with installed capacity between 10 and less than 100 MW. As a result, a set of eight indicators of environmental sustainability was obtained, oriented to issues of climate change, availability of water resources, landscape, community and worker health, cultural heritage, gender equity and governance. These indicators of environmental sustainability are oriented towards compliance with the international standards of the IFC and the environmental and social safeguards of the IDB, with the aim of contributing to the growth of the sustainability of the energy sector and the fulfillment of the goals of the sustainable development goals of the country.
