Resumen
The image contains news about the report presented to the Council by the Secretary in the first session of the month of May 1851. In this report, various topics of relevance to municipal management are addressed, starting with consumption and sale. The granting of rights and the tax on beasts are also discussed, evidencing the concern to increase municipal funds and improve the cleanliness of the city. Regarding the ejidos, the granting of these lands to the city and the need to appoint appraisers for the next auction is mentioned. The founding of various educational institutions during Spanish domination and later at the initiative of citizens is highlighted. The existence of a certain aristocracy in some schools is criticized, proposing measures to eliminate social distinctions and reduce the economic burden on families. In relation to the elections, the need for reforms in the laws is raised to clarify the obligations of the Cabildo and ensure a better selection of local officials. Regarding public works, the need for financing is highlighted to complete projects such as the reconstruction of bridges and walls, as well as the repair of streets and aqueducts.
