Resumen
This project is based on optimization of the graphic and alphanumeric information in the Water Resource Management Plans - PORH of the Garagoa River and the Cucunuba Lagoon, focused directly on its User Census component belonging to the diagnostic phase for their development and theoretically supported by the "Guide for the Management of Superficial Continental Water Resources (PORH)", adopted by Resolution 0751 of May 9, 2018, this being a planning instrument used to give specific characteristics of the essential water resource to guarantee conditions of quality and quantity suitable for human consumption and other uses, thus guaranteeing its proper use in conjunction with land use planning and other environmental determinants within the framework of planning and sustainability, such processes being fundamental in decision-making on the territories. As already mentioned before, the Census of Users is part of the diagnostic phase of the PORH and therefore requires activities focused on their Planning and Formulation, for this the "Guide for the Ordering of the Superficial Continental Water Resource (PORH)", a document with which, initially, a review and theoretical deepening was carried out in relation to the research topic, in addition to knowing the general and specific panorama that (MinAmbiente, 2010) in its document "National Policy of Water Resources" seeks to represent the products resulting from activities focused on the conservation of water resources. Subsequently, and based on the review and analysis of documents, it is possible to understand the guidelines for the construction and organization of technical information in the geographic information databases and cartographic bases of the PORHs; likewise, the way in which they could be optimized, generating a specialized cartography and interpretive information tables with which to obtain specific data and figures related to the Census Component in the PORH.
