Resumen
This research seeks to make a methodological contribution to strengthen the development of governance for risk management associated with phenomena of climatic variability, such as the La Niña phenomenon, to reduce vulnerability and improve prevention, response and recovery capacity, both institutions and communities based on the impact assessment of the National Risk Management Policy and its national instruments (National Disaster Risk Management Plan) and district (District Plan for Risk Management and Climate Change) with the adaptation of the evaluation methodology of strategic policies formulated and implemented by the National Planning Department (DNP), which considers the review of secondary information related to the policy, the implementation of perception surveys, which allowed the estimation of qualitative indexes adapted from the methodology performed by the IDEA and the IDB to measure the performance of risk management, and the identification of successes, failures and challenges in the formulation and implementation of the instruments.
