In use of his legal powers,
AGREES:
Art. 1.From the date of publication of this agreement, the Mayor of the City shall have the streets and races numbered which, as a result of the increase in the buildings in the City, have come to remain south or east of Race 1. or Street 1.
Art.2. The streets and races referred to in the previous article will be called: street 1. to the South, street 2, etc., and the races, race 1. to the East, race 2. to the East, etc.
Art 3. The numbering of all the doors leading to the above public roads shall be as follows: the doors leading to the races, starting south of 1 Street: those leading to the streets, shall be starting from 1 Street. to the East.
Art. 4.In the new blocks which have been opened to the continuation of the streets or races to the South or to the East in the same direction as those which are numbered and in order not to go through the existing numbering, the following shall be observed: 1. The numbers 1,3,5, etc., shall be repeated in both East and South. , and numbers 2,4,etc. as may be indicated by adding to each number, in the event of new doors being opened, what is specified in the paragraph of Article 4. of the Agreement to be added; 2. The letter S shall be placed precisely below the numbers in the continuation South of the races and the letter O in the numbering of the continuation East of the streets, with the letters indicating that the numbering follows the south direction,the letter S and the address to the Orinete , the letter O.
Art. 5. When it is known in the Mayor’s Office that despite the provisions of the Agreement regulating the construction undertaken in the city, the owners have not fulfilled the duty to number the doors that are opened on public roads ,give notice to the Public Works Board to be placed by that entity.
Once this duty has been fulfilled by the Board, it will be charged by the Collector of the Branch, and with legal constraints, to the owners of the properties that have been numbered, the expenses which such an operation has caused to the Board.
Art. 6. It is absolutely forbidden for private individuals to name new neighborhoods, streets, races, squares or bridges of the city. Consequently, the Municipal Council does not recognize any nomenclature other than that established by it, according to its powers. Art.7. The Mayor of Bogota is authorized to remove by decree the names of the squares, streets, and races of the Chapinero neighborhood and the manner in which the doors of the buildings should be numbered, trying to keep as much as possible the system established in this city. The decree referred to in this article requires the approval of the Municipal Council ,since this attribution cannot be delegated.
Art.8. The expenses caused by this Agreement ,in the part that refers to the tables of the corners, will be borne by the Municipality". Published in the newspaper Registro Municipal.No.772, October 19-1897.
