The image contains a notice about the Decree related to the administration of the power that parish priests have to perform the sacrament of marriage to vagabond men, without destination and who are not of the age prescribed by the laws, with no other object than to subtract them from military conscription, which yields to the detriment of the defense of the State; therefore it is decreed: Art. 1. The priests will not be able to marry anyone without being presented with a certification from the respective parish judge, in which it is stated that the suitor is of the necessary age, and has a profession or useful industry that exonerates him from the note of vagabond. Art. 2. The parish mayors, in order to give their certification, will take as many reports as they deem convenient, and they will be responsible for what they express. Finally, it is stipulated that the Minister Secretary of State in the Department of the Interior and Justice is in charge of the execution of this decree, which is finally signed by Rafael Urdaneta and Estanislao Vergara in Bogota.
