La imagen contiene una noticia acerca del: "Acuerdo No. 2 de 1890 sobre Instrucción Primaria", trata sobre la importancia de que la Instrucción pública sea organizada, dirigida e inspeccionada por el Gobierno de la Nación, también el Alcalde recibirá del Consejo de Instrucción primaria las certificaciones de renta nominal a favor de las escuelas primarias del Distrito y las entregará por inventario y con recibo al tesorero de Instrucción pública. Se exigirá comprobante de los gastos de las escuelas y los sobrantes se emplearán para la compra o construcción de edificios para escuelas primarias.
