The image presents a news about: "Contract concluded between the Mayor of the city Federico Garcés, on placing the missing tablets on the doors of houses and shops. We , Higinio Cualla and Federico Garcés, adults and residents of Bogota, the first in his capacity as municipal mayor and duly authorized by the Honorable Council by proposal approved at its session on September 15, last, and the second in his own name, we have entered into the following contract:
First. Garcés undertakes to have all the missing tablets placed on the doors of the houses facing public roads, duly painted in oil, of the same dimensions ,colors and numbers of existing.
Second. Garcés is obliged to make repaint all the tablets that for any reason are erased or erased ,preserving ,both when placing the new tablets and repainted, strictly the nomenclature system determined by the Municipal Agreements, Numbers 16 of 1886 and 20 of 1897. When the number that has been placed in one of the new constructions is carved in stone and is not in accordance with the system of nomenclature, Garcés will place on that one of wood in the conditions of the others.
Third. Garcés is obliged to have the missing boards placed and that are necessary to determine clearly which are the streets and which races in the same conditions that exist, and to have the damaged ones repainted. Both the repainting of the tablets and the painting of the tables can only be verified by the indication of the Mayor or a commissioner.
Fourth. Garcés is obliged not to charge any price for new or repainted tablets placed in doors of buildings belonging to the national, departmental or municipal governments and religious entities. Nor will it charge any price when the operation consists of moving them from one door to another or when they are placed in buildings of notoriously poor people, in the judgment of the Mayor and prior report of its agents or commissioners.
Fifth. Garcés will deliver completed the work referred to above four months after signing this contract and to the satisfaction of the Mayor or his agents, and obliged to repair all the defects that I leave and that do not agree with the cited agreements on nomenclature of the city.
Sixth. Garcés declares that if the term indicated in the fifth clause has not fulfilled the commitments contained in this contract is broken and of no value and the Mayor is free to hire with another person or persons, and Garcés without the right to claim any kind of damages, for which he waives any action that could favor him before any authority.
Seventh. Cualla, in its indicated character, and in accordance with the legal provisions, is obliged to make pay Garcés, of the owners, thirty cents ($ 0-30 ) for each new tablet placed in the conditions expressed, and fifteen cents ($ 0-15 ) for each of the repainted or repaired; fifty cents($ 0-50 ) of the common funds of the Municipality for each table placed to indicate streets or roads and thirty cents ($ 0-30 ) for those of this kind that it is necessary to repaint immediately that Garcés presents the respective accounts with the approval of the agents who have intervened in the placement of the tables.
Eighth.The same official is obliged to Garcés to provide the necessary legal support to make cash, from the owners of the houses or shops, whose front of the public roads, in which the payment of the thirty cents ($ 0-30 ) or of the fifteen ($ 0-15 ) depending on whether they are new or refectioned, and to enable you, on behalf of the Board of Public Works, the use of the stairs that you need to have the works carried out referred to in this contract, free of municipal rights to occupy public roads.
