Resumen
The image contains news about how the Bogotá Municipal Council made an agreement to manage the tram, legalizing previous actions and correcting errors. It mentions that councilors Tovar and Santamaría bought the tram company for eight hundred thousand pesos without having the necessary funds at that time. Given the financial and administrative difficulties, the Council decided to request a public loan to comply with the agreement. The creation of an administrative board for the tram company is being discussed, in charge of appointing a manager and supervising the administration. The board would have absolute autonomy and its members would work ad honorem for three years. In addition, the authorization of the Executive Branch to issue a loan for eight hundred thousand gold pesos and the appointment of several members to the board in a session on September 9 is mentioned. The document criticizes the Council's lack of consideration of the tram company's financial situation and the improper offering of shares to lenders. News published in Political Youth on October 6, 1917.
