Formulación del programa de uso eficiente y ahorro del agua para el acueducto veredal de San José en Tibacuy - Cundinamarca

Abstract

The San José village is located in Cundinamarca, exactly in the municipality of Tibacuy; The population in this rural side since its settlement and after the creation of the aqueduct has been supplied with water offered by the Quebrada Bosa and the water springs La Chica, La Mina and Matejunca, however these resources have never been counted, so this may cause the risk that these waterbodies disappear. The concern for protecting these sources of life has led the population and the directives of the aqueduct to seek an alternative such as the Concession of Surface Water, this is based on Law 99 of 1993 which creates the Ministry of Environment, Art. 2 "To define in the terms of the present law, the policies and regulations to which the recovery, conservation, protection, ordering, management, use and exploitation of the renewable natural resources and the environment of the Nation will be subject" (National Government, 1993) and the decree 1076 of 2015 by which the only regulatory decree of the sector of environment and sustainable development is issued, subsection 1 "PROGRAM FOR THE EFFICIENT USE AND SAVING OF WATER (PUEAA Spanish)" (MADS, 2015), in which the implementation of the PUEAA is estimated, because it frames and directs the sustainability of the water resource. The present document bases this Program of Efficient Use and Saving of Water in 7 projects, each one with a punctual approach, as it is the reuse of the water, the environmental education, the Technologies of low consumption, sanctions and tariff incentives, among others. Each project is conformed by activities that were adjusted to the current conditions of the local aqueduct and punctually to the budget, those mentioned were projected in a lapse of 5 years that it is estimated that the program lasts in execution, throughout this document it is extended what concerns each activity and of course to each program following the pattern of the regulated thing in the law 373 of 1997.
