Resumen
This paper proposes a methodology for developing a web-based application for analyzing physical and economic cadastral variations, providing technical support for property tax update processes using a multipurpose cadastre approach. Based on a diagnosis of current challenges in cadastral management in Colombia such as the lack of automation, limited use of geospatial tools, and difficulty interpreting large volumes of information the creation of the Cadastral Variation Analysis System (SAVIC) is proposed. This is a technological solution that allows for efficient comparison of data between two cadastral periods. SAVIC was developed using an agile methodology and validated in the municipality of Tabio, Cundinamarca, with information corresponding to the 2025 cadastral period. The application allows users to upload standardized files, identify increases and decreases in appraisal, area, and property classification, and visualize these changes using interactive maps and automated reports. In addition, it offers individual analysis by property, integrating physical, legal, and economic variables, as well as their relationship to homogeneous physical and geoeconomic zones. The results demonstrate that SAVIC is an effective tool for reducing the operational burden on analysts, improving the traceability of property changes, and strengthening decision-making based on territorial evidence. Its implementation contributes to modernizing municipal cadastral management, in line with the principles of the multipurpose cadastre defined in national public policies.
