Acompañamiento del trabajo legislativo en el trámite y aprobación del Plan Nacional de Desarrollo 2022-2026 en el eje de transformación "ordenamiento del territorio alrededor del agua y justicia ambiental"

Abstract

This document presents the final report of the internship, which was carried out in the Congress of the Republic within the Legislative Work Unit of the Representative to the Chamber for Bogotá Jennifer Pedraza Sandoval, to accompany the legislative work in the processing and approval of the National Development Plan 2022-2026 in the transformation axis "land planning around water and environmental justice". This report presents the result of the four phases developed during the internship: The first, bibliographical review on the current situation of the country in the context of the protection of water resources and access, availability, drinking water treatment at the National level and on the road map of President Gustavo Petro for his four years of government, which contains the Bases of the National Development Plan "2022-2026" and the articulated version for the National Planning Council. Second, the study of debates within the Congress of the Republic, with a part of the Reports of reconciliation to the Bill for which the National Development Plan 2022-2026 is issued. Third, the analysis of some articles reconciled within the axis of transformation of Planning of the territory around water and Environmental Justice and, finally, the evaluation and follow-up of the actions and activities issued by the representatives of the Chamber and Senate within each debate, to find out if a National Development Plan was approved, which is efficient and sustainable management of water resources in terms of protection, availability and access.
