Resumen
The image contains a news story about the proposed alliance treaty between Colombia and Venezuela, raising several concerns and questioning its validity and benefits. Firstly, it highlights that Colombia's historical tradition has been reluctant to get involved in foreign alliances, and considers that the current proposal lacks a practical and necessary purpose at the current time. It is argued that the alliance goes against the tradition of not engaging in external conflicts without a clear and urgent need.
The article also criticizes the clause requiring consultation and mutual agreement before making decisions that could lead to war. It is argued that this condition is equivalent to an abdication of national sovereignty and renouncing the natural right of self-defense. It is highlighted that, in the context of a defensive alliance, this obligation seems excessive and could limit Colombia's ability to protect its interests in the event of external aggression.
The uti possidetis principle of 1810 is also criticized in the article. It is argued that its interpretation is not correct, since it does not eliminate the principle of conquest, but rather opposes the usurpation of territories between the Spanish American republics. It is recalled that the uti possidetis of 1810 was already introduced into Spanish American public law by the treaty concluded between Colombia and Venezuela in 1833. News published by the newspaper Los Hechos, No. 477 and 478, December 6 and 10, 1896.
