Análisis comparativo de requerimientos técnicos para la cartografía de los planes de saneamiento y manejo de vertimientos (PSMV), para la Corporación Autónoma de Cundinamarca, Corponariño y Corporinoquia.

In order to maintain and ensure environmental sanitation for the disposal of wastewater and in accordance with the regulations of the Ministry of Environment, Housing and Territorial Development, the Sanitation and Wastewater Management Plans (PSMV) are a set of programs, projects and activities with the respective schedules and investment plans necessary for the sanitation and treatment of wastewater, including collection, transportation, treatment and final disposal of wastewater disposed to the public sewage service. This plan must be approved by the competent environmental authority, such as the Regional Autonomous and Sustainable Development Corporations, the Urban Environmental Units of the Municipalities, Districts and Metropolitan Areas, for urban population over one million inhabitants or the environmental authorities referred to in article 12 of Law 768 of 2002. The Regional Autonomous and Sustainable Development Corporations are part of one of the competent environmental authorities in charge of the approval of the Sanitation and Wastewater Management Plan (PSMV), They may choose to follow the methodological guide issued by the Ministry of Environment, Housing and Territorial Development in 2004 or adopt a comprehensive guide document to guide municipalities or sewage service providers in the presentation of the PSMV developed under the jurisdiction of each Regional Autonomous Corporation, and they must also ensure that current regulations on wastewater management and sanitation are taken into account. This allows for a selection of environmental authorities with different jurisdictions in the country to cover the variety of geographic, environmental, and social conditions in the national territory, which is why the following regional autonomous corporations were selected: Corporación Autónoma Regional de Cundinamarca (CAR), Corporación Autónoma Regional de Nariño (CORPONARIÑO), and Corporación Autónoma Regional de la Orinoquia (CORPORINOQUIA). The differences between the technical requirements established by the three aforementioned corporations allowed for the elaboration of a comparative and interpretative analysis of the cartographic guidelines in which it was determined which aspects are relevant for the support in the development of the formulation of the PSMV with respect to the methodological guide proposed by the Ministry of Environment, Housing and Territorial Development and the current regulations, which resulted in a proposed integral guide that complements and facilitates the formulation of plans with viable schedules and in accordance with the needs of each territory in terms of cartography.
