Resumen
The present paper describes the results of the study carried out in the Gualí Tres Esquinas Wetland Vereda El Hato, in the municipality of Funza, Cundinamarca, where an important environmental management process has been constructed; According to the description of the study area, the analysis of the environmental planning instruments formulated for the Wetland during the period of 2012-2015 and the perception of the social actors through the semi-structured interview was able to determine the evolution of this process And the challenges to strengthen it. From the results obtained it was possible to determine that the Gualí Tres Esquinas wetland is currently subsumed in an imminent deterioration of its translated landscape, in the contamination of its waters and the soil, due to the humanization of the ecosystem by external agents; Likewise, the environmental planning instruments formulated according to the study period analyzed do not have an articulation in terms of vision and objectives, as well as the institutional framework; Which shows the lack of interinstitutional coordination between the municipalities of Funza, Mosquera and Tenjo that have jurisdiction over their territory, in contrast to the CAR which, as regional environmental authority, has joined efforts, which although important have not been sufficient and require the support of the municipal government; For its part, the population is aware of the environmental deterioration in which the Gualí Tres Esquinas wetland is located in some of its zones, part of this deterioration is considered the responsibility of the municipal government, since it does not include strategies for Solid and liquid waste management; As well as the lack of initiatives that involve the participation of the community settled in the Wetland. This is why the main challenges facing the process of environmental management under construction for the Gualí Tres Esquinas Wetland depend on all stakeholders; The administrative, business, industrial, urban community, rural community; Because it is together, with a sense of ownership and belonging that can be achieved to sustainable local development.
