Resumen
Land-use planning is one of the most important strategies in the planning of controlled growth of the territory. This is how POT municipalities constitute the pillar of national sustainable development goals and are where the inclusion of environmental determinants in the goals of economic growth in a territory, is definitive for the improvement of the quality of life of communities and the conservation of ecosystems.
However, despite the existing regulatory framework in the area of land planning, municipal planning is ineffective in ensuring the least impact to strategic ecosystems that test the natural resources and environmental services that support economic growth of a municipality. This problem is due, in most cases, in the formulation of the POT, not taking into account the biological, physical (risk and threat), socio-economic and cultural conditions that constitute the origin of the development model, wWhich is very particular and inherent to the environmental potentials and the limitations of the territory.
