Resumen
Risk management is the social process of planning, execution, monitoring and evaluation of permanent policies and actions for the knowledge of risk and promotion of a greater awareness of it (UNGR, 2017), being the Risk due to flooding one of the events of greater relevance due to its level of occurrence and effects, not only in Bogotá, but throughout the world, likewise, flood risk management is one of the important elements in land use planning plans that directly influence development local (Wilches, 1993). This management implies the analysis of the territory from the perspective of social transformation of the physical-geographical space generated by the interactions that occur in it. Similarly, the analysis of the Environment as a dimension of sustainable development is given through the correlation between this and the other dimensions (sociocultural, economic, political and institutional), resulting in the risk management process being considered as a planning tool that aims for the sustainable use and occupation of the territory, considering mainly its operation as a complex system where there are symmetric and asymmetric relationships.
