Ítem Estudio de pre factibilidad para la implementación de un sistema público de alquiler de bicicletas en la Ciudad de Bogotá D.C.García Bohórquez, Libey; Gutierrez Albarracin, Cristian Andres; Umaña Villamizar, Flor de MariaIn recent years Bogotá has emerged as one of the cities with the highest demographic growth in Latin America, only in the last decade is it estimated that the total population of the city has increased by almost 16%, this means that it has increased from 7´ 259,597 inhabitants in 2009 the sum of 8'380,801 inhabitants has been reached, so that the population of the city increased by more than one million people. This phenomenon of high population growth has led to social problems in the city that affect the day-to-day life of its inhabitants, one of the most serious according to the residents' own perception is that of mobility, and that is that Increasing the population also increases the number of vehicles that circulate in the city, only that the growth of the vehicle fleet has accelerated more than that of the population. According to the program "Bogotá, how are we going" in the capital, for May 2019, the vehicle fleet was 2,400,000 vehicles, almost 1 vehicle for every 3 inhabitants and the most serious thing is that of these vehicles only 7% belong to public transport such as Transmilenio, the SITP or taxis. According to these figures, the project of Sustainability in the city looks distant, since it has not been possible to effectively discourage the use of the private vehicle, and on the contrary measures such as the peak and plate have forced people to consider the need to acquire an additional vehicle to be able to transit the days when the measure allows it. The mobility problem in Bogotá has made Bogotá become the 3rd most congested city in the world, second only to Moscow in Russia and Istanbul in Turkey, according to the company specialized in the analysis of data on traffic in world cities INRIX, in 2019 the average number of hours per year that its inhabitants spent in a vehicle was 272, which if we measure it in days means 11 days a year, this figure is alarming and shows us an unfavorable scenario for the quality of life of the citizens, as this is time that is wasted in rest and in relationship with the family. Last but not least, this mobility problem puncturedly affects the environment and directly affects the health of the people of Bogotá. If we take into account that the majority of the automotive fleet in the city today operates on fossil fuels, and that the change to clean energy such as electricity has not yet taken hold, we can understand that contamination with carbon monoxide CO and CO2 carbon dioxide, is exaggerated and uncontrolled. It is worth remembering that in the last year Bogotá has had 3 more environmental emergencies related to air quality, which have forced local authorities to stiffen the peak and plate measure to mitigate contamination. Taking into account the situations described above, this project seeks to encourage the concept of alternative transport for the sustainable city in the city, based on the pre-feasibility study for a massive system of public bicycles for the city that allows from the economic and practical points of view of the service that people are transported in a clean way and in this way contribute to the decongestion of traffic and the reduction of the emission of polluting gases to the extent that the use of polluting vehicles, such as cars, trucks, motorcycles and buses, is discouraged.Ítem Marco civil de internet en Brasil y referentes en la región AmericasGutierrez Albarracin, Cristian Andres; Tibiriça, Beatriz; Mancilla Gaona, GiovaniThe present article reviews the development of the internet civilian framework (MCI) in Brazil - to be until now the only country in the American continent with a political Internet constitution; As well as the policies that have been implemented in the Americas Region. For the above, the Brazilian policies that guarantee the rights of privacy and neutrality of the network against those of the same type in the continent are contrasted, evidencing the failure of the latter to violate - precisely - the rights that claimed to claim; In this sense, the Colombian case is examined. The document provides a baseline for research on regulation of the use of this service in the region, as well as on the impact it generates among Internet users.
