This control becomes essential to avoid the consolidation of monopolies or oligopolies in this highly strategic sector, thus guaranteeing the provision of quality services and fair prices to users. The challenge is to regulate and supervise competition in Colombian telecommunications, avoiding monopolies and oligopolies harmful to consumers. To address this, an artificial intelligence algorithm was programmed. With the aim of predicting a competition index in this sector. We explore advanced AI techniques, implement it in MATLAB, and evaluate its performance. This unique approach keeps competition constant and provides authorities and companies with advance information preventing the concentration of power. Quantitative evaluation ensures its accuracy in the real world. In short, the project seeks to contribute to a fair and competitive Colombian telecommunications market. The solution that was developed was the programming of an artificial intelligence algorithm specifically designed to predict a time series that reflects the measurement index of competition in the market. Colombian telecommunications. This algorithm leverages advanced machine learning techniques to provide accurate predictions and competitive development opportunities in the industry. The work is carried out on the MATLAB platform, which guarantees efficiency in its use. With this solution, it is expected to contribute to the promotion and maintenance of a fair and competitive communications market in Colombia, providing the government and companies with the necessary tools for decision-making and avoiding the concentration of power at the same time.Ítem Índice de medición de la concentración en el mercado de telecomunicaciones colombianoCruz Rodríguez, Karen Liliana; Guana Raba, Juan David; Giral Ramírez, Diego Armando; Giral Ramírez, Diego Armando [0000-0001-9983-4555]The report addresses the LINDA indicator, designed to evaluate the possible presence of oligopoly and inequality among different companies in the telecommunications sector in Colombia. This indicator is mathematically defined and calculated for a set of companies. The report details the methodology employed, the data analysis performed, the procedure for calculating the LINDA index and the implementation of an automated program in MATLAB to carry out these calculations efficiently and reliably. In addition, a simple and easily accessible interface developed for the program in MATLAB is described, allowing users to calculate the LINDA indexes, generate graphs and export the data to Excel in a convenient and agile way. The report also mentions the process of eliminating data that are not representative for the analysis and the accurate validation of the calculations performed, ensuring the reliability of the results obtainedÍtem Integración del protocolo de comunicación IEC 61850 a través de dos herramientas de simulaciónRojas Martínez, Daniela Johanna; Riaño Dueñas, Jair Andrés; Giral Ramírez, Diego Armando; Giral Ramírez, Diego Armando [0000-0001-9983-4555]One of the main objectives of substation automation is the efficient management of the power system by controlling the production-consumption relationship [1]. Initially, the communication protocols between electronic devices of the substation automation system is specific to each manufacturer, therefore the need arises to unify the communication process to have interoperability within the substation, guaranteeing reliability and redundancy in the system and this is achieved. with the implementation of the IEC 61850 [2] standard. This has generated interest in academic and industrial sectors related to electrical engineering, mainly because IEC 61850 is a standard focused on defining a communications architecture that allows the integration of Intelligent Electronic Devices (IEDs) within the substation [3 ]. The objective of this project is to integrate the IEC 61850 communication protocol in two case studies through two simulation tools and thus have the necessary tools to know the importance of the standard implemented in the industry. To carry out the project, a documentary investigation was carried out focused on the IEC 61850 protocol, for the selection of the simulators, a compilation of information was carried out focused on industrial simulation tools oriented to the IEC 61850 standard, finally, two examples were proposed that were implemented. in two simulation tools (IEDScout and AT61). Finally, an audiovisual academic material was developed that consists of seven evidences where it is possible to show in a general way what the IEC 61850 standard consists of, advantages of the standard, a general description of the ten chapters that compose it, IEC 61850 implemented in electrical substations of power, data model; In conclusion, understand the standard in different simulation tools highlighting the data model and the importance of this protocol in the industry.Ítem Modelo adaptativo multivariable de handoff espectral para incrementar el desempeño en redes móviles de radio cognitivaHernández Suárez, Cesar Augusto; Páez-Parra, Ingrid Patricia; Giral Ramírez, Diego Armando; Páez-Parra, Ingrid Patricia [0009-0008-1033-8714]; Giral Ramírez, Diego Armando [0000-0001-9983-4555]; Hernández Suárez, César Augusto [0000-0001-9409-8341]Spectral handoff, in cognitive radio networks, occurs when the secondary user must leave the frequency channel they are using and continue their communication at another spectral opportunity. This process is a key aspect to guarantee adequate quality of service and improve performance in secondary user communications. This research book aims to present a proposal for a multivariate adaptive spectral handoff model for mobile cognitive radio networks. For this purpose, three algorithms were developed for decision-making during a spectral handoff, with different approaches: fuzzy, feedback and predictive; These make up the proposed adaptive multivariate spectral handoff model. To evaluate the level of performance of the developed algorithms, a comparative analysis was carried out between them and the most relevant spectral handoff algorithms in current literature. Unlike related works, the benchmark was validated through a trace of real spectral occupancy data captured in the GSM and Wi-Fi frequency band, which models the real behavior of primary users. In the validation phase, eight evaluation scenarios were proposed, considering two types of networks: GSM and Wi-Fi, two classes of applications: real-time and best-effort, two traffic levels: high and low, and ten evaluation metrics.Ítem Modelo de decisión espectral colaborativo para redes de radio cognitivaHernádez Suárez, César Augusto; López Sarmiento, Danilo Alfonso; Giral Ramírez, Diego Armando; López Sarmiento, Danilo Alfonso [0000-0002-6148-3099]; Giral Ramírez, Diego Armando [0000-0001-9983-4555]Spectral decision is a key aspect to improve performance in decentralized cognitive radio networks. Secondary users must make intelligent decisions based on spectrum variation and actions taken by other secondary users. From this dynamic, the probability that two or more secondary users choose the same channel is high, especially when the number of secondary users is greater than the number of available channels, due to the negative externality of the network; The more secondary users select the same channel, the less utility each secondary user can obtain and the greater the number of interferences due to simultaneous access. Therefore, to model the network under realistic traffic parameters, it is necessary to take into account the collaboration between secondary users. This research book presents a proposal to improve the decision-making process in a decentralized cognitive radio network, and thus provide the nodes with the ability to learn from the environment, proposing strategies that allow secondary users to exchange information cooperative or competitive.
