Se decreta que los Alcaldes municipales deben señalar las horas de su asistencia diaria al despacho y hacer que se fije en las escribanías dicho horario para que los ciudadanos puedan presentar sus demandas. Los escribanos serán responsables de proveer de atención a los ciudadanos en ausencia del Alcalde. Además, se establece que los Alcaldes parroquiales deben fijar horas y lugares para recibir demandas, con la obligación de notificar a la comunidad a través de avisos en la parroquia respectiva. Finalmente, se ordena que tanto los Alcaldes municipales como los parroquiales den aviso del horario establecido para su despacho para dar publicidad a las demandas en el Concejo Municipal.
