Esta circular resuelve una consulta realizada por el señor Alcalde del distrito de Usme sobre la interpretación del artículo 1 de la ley de 3 de noviembre último, que establece normas para las elecciones de miembros de los Cabildos y del Síndico municipal. El Prefecto ha determinado que conforme al Código político y municipal que entrará en vigor ese año, las parroquias y aldeas sólo tendrán Juntas administrativas, conocidas actualmente como Juntas administrativas de parroquia, y el Procurador parroquial será denominado en adelante "Síndico municipal". En consecuencia, sólo se celebrará la elección del Síndico municipal el segundo domingo del mes, y no se llevarán a cabo elecciones para miembros del Cabildo en estos lugares.
