También menciona que en ningún caso se permitirá que los alumnos cursen clases correspondientes en diferentes años. De igual manera resuelve que, la Escuela primaria que sirva como práctica pedagógica de los alumnos, sea la que designe el Secretario Departamental de Instrucción Pública. Por último, menciona la no admisión de alumnos externos para recibir la enseñanza normal.
