El tema central es la licitación pública en construcción (sea interventoría, consultoría u obra) en Colombia mediante la cual los Contratistas alrededor del territorio nacional acceden a sus respectivos Contratos y mediante la cual la infraestructura del país se va desarrollando. Con el fin de aportar como estudiante a miras de graduarse de la tecnología en Construcciones civiles se decide hacer una guía básica para la realización de ofertas mediante la modalidad de licitación, el trabajo se desarrolla con los conocimientos adquiridos durante la pasantía y mediante investigación aparte. Actualmente el Estado Colombiano posee dos plataformas para la realización de ofertas públicas SECOP I y SECOP II, mediante ambas plataformas las entidades publican sus proyectos de pliegos, los cuales contienen la información necesaria para cada que cada oferente presente su oferta. En SECOP I se realiza la entrega de documentos en físico, SECOP II por su parte, utiliza la plataforma desarrollada por Función Pública para radicar los documentos solicitadosThe following work collects information made during the internship at Consorcio Ingenieros CA.
