Sin embargo, es oportuno realizar una mirada retrospectiva sobre el desarrollo de nuestras ciudades y el de nuestra cultura pues, actualmente, esta (La Cultura Occidental), es la única que puede desarrollarse hasta su última época vital (La Decadencia y su posterior anquilosamiento) pues ha logrado, de manera contundente reducir las otras culturas, incluso sumándolas a las mismas dinámicas vitales que ésta vive, cuestión que, como veremos es incluso aún más perjudicial. De igual forma las ciudades nos permiten identificar tal desarrollo y, al ser la expresión misma de éste, son el escenario de reflexión principal que debe ocuparnos para establecer si hoy es posible o no, crear unos Sistemas de Relaciones que rompan con el desarrollo mismo que ha tenido la Cultura.
